Actually, I'm not sure there is a maximum ratio for rarity in game, so HR can be anything above 1/1000.

I would like to see a page on status effects.
I am still trying to figure out if the game supports poisoned vs badly poisoned & burned vs badly burned

well for one badly burned never existed. if it did, it was only in the anime, which is not what this game is based off of.
Poison in on itself works. Badly poisoned, no poke currently learns toxic via levelup, so i doubt it works.

I think you are correct, however I do not believe any HR is rarer than 1/5000

There's already a command in game for that.
Could just do /who in game, or /online.

i guess you already have it or not , or if u have it i didnt see You can make a server status box to main page ex ; server is DOWN it will be up again in 2 hours; Server is UP and a pokemon area finder(ex weedle appears in viridian forest) and a general pokedex ( im sure lots of people will use it you can put pokemon weakneses too.. ex : Mudkip Water type Evoles at lvl 16 to marshtomp weaknesses are : Grass (...) and deals high dmg to fire (...) )
oh and also a guide to tell new players to teach them how to get first pokemon (ex ; answer questions , find paper )

There are server status checkers that exist that people to use. If one was to exist on the site like it used to, it would not give an est on when it would be back up, it would simply say online / offline. Typically tho, if the server is down for w/e reason, there is an announcement post made about it, which is the sent to the website news/announcements. There is also a twitter feed.
A "Pokemon Area Finder does exist. It is located on the playerdex. Each individual Route / pokemon page tells you where/what spawns, and how rare it is.
A Pokedex exists in-game. As well, you can use the interwebs best friend (google it!). Which would spit out your desired answer probably within the first 2 links.

Right, as Mist stated, playerdex, as well as in-game items, already feature such functions. Also, many pokemon (currently all generation 1-2 pokemon) have their individual pages on the PWO wiki, which cover information found via pokedex such as locations it can be found in, move set, evolution level, etc... As for battle properties and their strengths/weaknesses, bulbapedia can serve as a reputable source for that, and although it may be covered on the PWO wiki in the future, more PWO exclusive information is the priority for now.
As for last suggestion, I will add it to the task list that a guide is made, which covers the quest walkthrough and how to obtain a starter pokemon. Thanks.

i think before telling the right chance of a pokemon to show, it should be better update the pages which list all the pokemons by rarity, because with the introduction of new areas such as cerulean cave and johto safari zone, some wiki pages are not so useful as they were

That'd have to change constantly due to the changing prices of pokes in PWO.
If a price range was given, it would never be accurate due to each person would pay a different price for a poke.

This is already on the task list, to add more area/route pages, and include NPC information, a map overview, the location in its region .gif files, points of interest (such as quest point), etc...
