Hello, can we one day have legendary pokemons?

It's not planned and very unlikely that anyone running PWO would allow players to get legendary pokemon from wild battles. So far they have only been awarded in staff run Events on very few occasions. In fact only 3 times that I know of in PWOs long lifetime.

Also this post is about updating pokemon movesets so your question is off-topic. In fact this post can probably be locked since all pokemon have been updated to B/W generation movesets now.
