sevi + dodge viper = seviper, seviper = ?
but "but not" and snake have the same color.

It's obviously Giratina: it's not Seviper but has the same colors, and it's a snake but not a snake as well. ;)

Shiny Seviper?
Same color as regular Seviper.
Contains the Sev from Sevii and the Viper from Seviper. But it's not merely a plain black snake.
Anything else doesn't make sense, GG.

ok, so either Gyarados or Dunsparce or Murkrow
if those aren't the correct answer I officially give up just like for real life

edit: why these 3?
because it's obviously not Seviper, but something that has a connection with it
because that connection can either be being a snake-like specie or being a black-colored specie
because one of the hints for Seviper is Sevii
because Murkrow is the only black-colored specie spawning in Sevii (Pawniard is Red, Misdreavus is Grey)
because Gyarados and Dunsparce are the only snake-like species spawning in Sevii


edit 2: how in the world are we supposed to find Dratini with these clues, without just saying names randomly?

Lugia is supposedly equally at home at sky and sea. It also has blue accents on its body.

Got no clue. Thought it'd be fun to see what Mons could fit in the clouds. I'm going to throw Wartortle out there.

Fun side note: I noticed the cross-section between the red-orange boxes has this grey spot appear. We love optical illusions.
Okay, the next puzzles will be more clever. Very good analysis, I spent months picking up clouds.
To solve this riddle, you need to look into the past.
