It's not a skin, alanantony. That second screenshot is what the official PWO client looked like after v1.0 but before v1.7. While it was a much more distinctive layout, it unfortunately made the client window too large for certain screen resolutions; so it was changed to the simplified, smaller chrome we have now. The new layout was also designed to make the client easier for people to skin.
