problem in volcanic eruption quest

i found the paper and when i give it to Billy . he tell me to go to pewter town then show me this message . and when i went to officier jenny he tell me how he can help me.

So help me to finish this quest

I have exactly the same problem. I went to talk to officer Jenny and the only thing she said/ask was how could she help me i also tried to talk to Importer Terry and he didn't gave me anything so i had to talk to assistant Billy again but it keeps doing the same error.
