Yeah! YOU CAN. Go into a wild battle and after the battle it will ask you to evolve your poke.
EDIT : I just realised that it was a temporary bug.. which is fixed now . Sorry

That's why you ALWAYS evove a Poke which evolves by leveling right when you can.

Or if you had it a level 98, make sure you read changelogs before it grows into a level 99.

i bought him already level 99 xD.
Asked if somehow i could envolve and some guild mates told me to post here to see if the staff could help out, guess u cant.
