Gen 5 pokemon at this point in time will not appear in swarms. They are all broken and only have Hidden power in their moveset, so this will not work. Gible is a special case though, and I'm not sure I wholly agree with implementing it at this time. But it is not up to me :)

There is no grand conspiracy here. Different people do not have different rates when it comes to shinies (or anything), this has been stated and restated many times in the past. In fact, it's not even possible to do this.

To be specific, "Trick" and "Switcheroo" will both steal your held item permanently if you faint the pokemon. The only way to get it back is to steal it back through a move or to catch the offending pokemon.

Rep is no longer used for anything. It's not checked for, gained, nada. So no worries, it's no longer required for anything in PWO.
