What makes a pokemon epic or uber?

I know it has to do with IVs and stats but what specifically makes it uber/epic?

and if it is, why is it?

Maaaaaaaaaan... It's not sure if it "officially" fits the Uber category (still needs some training), but even if it isn't it's the pokemon with the best stats I've ever seen!
