unbalence xp on all pokemon

hey
mine gastly is lv 18 and need 4.3k xp for lv up and mine flaafy is also 18 and need 5.3k xp

different pokemon have different exp requirements for leveling up, for example gastly base exp is 95 flaaffy's base exp is 117, hence the difference in there exp reqs for lvling up even thou they're the same lvl.
