TM 13 = ICE BEAM

HI GUYS! I'M NEW HERE SO I HAVE SOME DOUBTS... FIRST ALL I'LL INTRODUCE MY SELF, I'M JORGE FROM ARGENTINA, BIG FAN OF ALL POKEMON'S GAMES... SO FAR I'M ENOJYING A LOT THIS GREAT VERSION OF POKEMON... WELL I HAVE A PROBLEM, I ADQUIRED A TM 13 (ICE BEAM) FROM THE MARKET BUT I CAN'T TEACH IT TO ANY POKEMON EVEN A GYARADOS LEVEL 23, WHY'S THAT? I'LL BE GLAD IF ANYONE CAN GIVE A HAND WITH THIS... THX GUYS

According to serebii and our own wiki gyarados should be able to learn Ice Beam. Did you have gyarados in the first slot of your party when you clicked on the TM?

I also had a problem with using a newly bought TM. It seemed like there was no reaction when clicking it in the inventory. After I had logged out and back on again however, it worked. If you haven't tried that, maybe you could do so and then post here whether or not it worked. Maybe there's some variable that's not properly updated after buying TM:s in the department stores.
