thunder npc didnt respawn pls help

hi i m from kanto and i m waiti alot o f time the thunder npc but he isnt leave the rest can somebdoy help me

If you mean Lt. Surge in Vermilion City gym, that should take 6 hours to cool down before you can re-battle.
