Well ive been playing a while and this is a first for me my Abomasnow Has his Neg Exp on the opposite side and lvls up extremely quickly is this a bug or just a visual error?

As far as I know, Abomasnow is glitched and does not currently level correctly.

I'm pretty sure all 4th gen pokemon have the negative exp on the right side, which make it extremely easy to level.

So if you get them and level them up, is it ok? I don't think it's abusing a bug because we players can't help it. Am I correct?

Correct, there is nothing wrong with leveling them up.
