How high is the chance of Horribly pokemon is 1/1000 ? and the chance of shiny fossil pokemon and the chance to shiny on eggs ? in precent or numbers ?

the rarity of a pokemon is different on every map, HR is just an indication that it is more than 1/1000, but even those numbers are just an indication and not exact
shiny chance however is fixed at 1/8192 for non-members and 1/2048 for members
