Looks like a bug to me, don't know why it would only be a few people. It's definately not a mapper.

Get a friend and race eachother in Celadon Surf or Bike race it cost 100 tickets or you could get it in a Xmas event last year

Go South of Celadon city and speak to the surf master u have to have a friend race u, the more money u bet the more tickets u win, then wen u get 100 tickets speak to the Prize Giver in the Building above the Surf master

There was no christmas event last year.

It was the year before when they were given out.
