Multiple Accounts

Hi I'm pretty new to the game, just found out about iv stats on pokes. I was about to make a few new accounts to see if I could try at better starting pokemon stats. Is this allowed or will this cause problems? Do terrible iv stats make the pokemon much more worse than the same poke with good ones? Is it worth the trouble?

Ther rules sais that you can have up to three accounts on same email.

And as far as I'm aware, there is no limit for the number of accounts per e-mail address.
