Map Editor Problem + Transfer

I get this when i try to run the editor.
I've tried reinstalling, didnt work.
Any fix?

And another matter, which suits player support more than cw i guess.
I lent some cash to a friend several months ago but he has been inactive. Not a case of scam, most people know him here. But i wanted to ask if the money could be returned because some time has passed and he may not play again. http://prntscr.com/3t19jm

I had the same issue running the map editor at first but if u run it as administrator, it should get fixed!
