From what I can understand is that the window isn't large enough for it to display its content properly. I haven't seen that issue before, but I think it's more of a Windows 10(?) thingy than it's a PWO one, though that probably wouldn't help you out further... Could it be that you somehow forced a 640x480 resolution on it?

Seems to be a DPI/resolution issue.
Try googling instructions to set your DPI to 100%. So if you use windows 10 google "setting dpi to 100% windows 10" and see how you go with that.
