As it says you can re-battle Misty 24 hours after you lost. The best training while you are waiting for her to rest up is above and to the right of Cerulean City in Carved Cavern.
I was lost for Misty for several years. Then I got a real GF 
Seriously, you need to wait 24 hours to be able to rechallenge her. Fortunately, there is the route north of Cerulean ity which has a lot of NPCs and it's an excellent place to train for a young player.
