I have S Horsea. My plan is evolve it at level 98, bring seadra at level 99 and evolve him in kingdra lv 99... I can do it? Please Urgent

stone/item evos can be evolved at any level

but if you somehow get to level 99 before evolving it into Seadra you will not be able to get a Kingdra for the rest of the game
be aware of that risk, because there is no turning back >.>

We don't recommend waiting until the last level to evolve your pokemon due to glitches that can occur preventing evolution on level-up. There are many players who have max level pokemon that are stuck un-evolved due to this issue.
