can male combee learn bug buzz in any way

The Gender of Combee doesn't affect the moves they learn; it only affects whether they can evolve.
Looking into it, Bug Buzz seems to have been omitted from PWO's move set for Combee. This is possibly because it wasn't part of Combee's original Black and White move set; it was only added in B2/W2. Given that both games' move sets are otherwise the same, and most other Pokémon use the B2W2 sets in PWO, I'll correct this error shortly.

Honestly, I don't think we've been very consistent about this. I *believe* we've now settled on B2/W2 as the standard, but some older move sets still require updating accordingly.
In any case, given there's literally no difference between these two sets aside from that one move, seems petty not to include it
