first chance to attk

i need to know which poke get first chance to attk
if both pokes have same spd
take this eg
two salamence , both having max spd
who will get the first chance to attk??
asking becasue way back i was having salamence with max spd max special def and all ivs 20+ but atkk 1 ivs and i have never got first chance to attk and so i sold him

it depends who sends the battle...just say we both had max spd salas if i sent u the battle then u would go first if u sent me the battle then i would go first...
