Typlosion because of thunder punch...obviously. lol But I was told Charizard can learn Dig and has better speed? Hmmmm...

It's true that Typhlosion can learn ThunderPunch [POWER: 75], however Charizard can learn Earthquake [POWER:100]. Of course, if charizard is paralyzed due to the ThunderPunch, the chance to Typhlosion win will be greater.

Also, assuming an EV trained Charizard in Speed, and attack. It is very plausible that Charizard could 1hit the Typhlosion.

Charizard, because it can learn Earthquake and some Dragon-type moves I believe. Although, I like Typhlosion a little better...Charizard is still boss, since it was one of the original starters and those guys will always be amazing. :3
