An account is deleted after 2 years of inactivity if you have game time logged. Users are not able to request for their account to be deleted.

May I ask why you'd like your account to be deleted, however?

Because I want to start over, and I want to stream the game so yeah I need to start from the beginning.

You can make an alt account. Just log into the Playerdex on your current account and click Register while logged in.

As someone who has had some experience with streaming, I don't believe it's a wise idea to stream PWO, though I may be wrong here...
