Any topics asking about the server status will be locked. If the server is down, check if there is any information available on our planned downtime topic or Twitter. Otherwise the server is awaiting a restart from a member of the Administration or Developer team.
If the server status is stuck at the same percentage over 5-10 minutes or longer and your client says the server is offline, it is frozen. As the server status page says you have to give it time to give an accurate reading and posting on the forums about it in spite of the rules to the contrary is just being impatient.
