here is my team: charmeleon lvl 24, pidgeotto lvl 25,murkrow lvl 25,beedrill lvl 10,bellsprout lvl 16 and butterfree lvl 16. so i just wanted to ask can i beat surge? what pokemon do u recommend? and plz i dont want to hear "train bellsprout a bit more" cause i dont like training it! plz suggest some pokemons to to have or train (not bellsprout) i am in vermillion city right now and i got murkrow by my friend who traded me thx for ur help and also im going to get pikachu soon and replace beedrill with it and train till lvl 25. thx for ur help

It's been a while for me, but assuming he has the same pokemon as he does in gold, silver and crystal, I doubt you'd be able to defeat him with anything less than a level 50 or a team of level 40s. I believe electric types are weak against electric, dragon and grass types.
I know you don't want to hear it, but I suggest you train up your bellsprout or buy a higher level pokemon (if you have the money). Take a look at this for a complete list of all the grass types.

You should catch geodude,graveler or golem.Electric types are weak against rock type.

yep i need help too haha i have a level 24 wartortle, level 22 sandslash and level 23 butterfree and i cant beat him ive been stuck there for 3 days with no one else to battle..if anyone has an extra geodude or graveler at 22-25 lemme know thanks

Electric is weak to Ground and Rock. Surge's levels are around the 26 mark, same as in red and blue. Simply purchase or trade for a Geodude/Graveler/Diglett.
