broken?

when i got a kabuto, it's moves are leer, and scratch (broken). i don't know why broken is there, but it does very little damage for scratch. can it be fixed?

I'm not sure the exact reason why scratch is broken for kabuto, but it is like that for all kabuto's. It will be fixed in the future, though I am not sure when that will be.

I say test that move against low level Pokemon as 2-6 levels. I that level Pokemon survives, them I thing can say its broken.

There is nothing to test. The move is broken, it isn't a matter of finding out if it is. All kabuto's are like this.
