Breed moves, help

Ok still a bit new to Breed moves, and i need some help with some of my pokemon. Wiki dont have anything about breed moves so its no help. And off site stuff tends to give me wrong info. 

So what i want to do is make my chinchou learn Soak. Here is 1-2 sites i was using.

Compatible pokemon Seeking and octillery are in the game. so i catch seeking and lvl it to 63 and it gets soak. Breedmove NPC tells me has no moves it can learn... :s So i buy a octillery and lvl it yup to 61 and it gets soak and bring it to breed move npc and it says same thing. :dodgy:
So i hear golduck has the move. I bring it to NPC and it says not compatible.
apparently i need pokemon of same egg group. so i found this.

Water2 it says Seeking and octillery. (And no i dont have the pokemon same gender)

Also i want my spheal to learn Belly Drum. so i get a poliwhirl and NPC could not teach it.

And i used Echoed Voice with a pokemon and wiki says: It inflicts damage, once per turn.
But it only did damage on the turn it was used. This a bug?

What pokemon do i need? do i need to Evolve chinchou and spheal?

this is way to much work to find out info.

Chinchou having soak as an egg move is part of the gen 6 moveset only, the same applies to belly drum with spheal. PWO only uses black/white movesets and as such they are not available.
