Only Staff can have Legendaires, there not allowed to Normal players cuz there stats are off the charts

Legendaries are staff only , you can find dratini in Safari Zone 4 and Science Lab - Water lvl 2

No legendaries, and Dratini is Safari Zone 4, or water lab bf2, you need 50 fishing skill to catch it there.
