Splitting River Reserve

So, I've nothing else to do except searching for hitmonchan. I have the defence scroll, but where is splitting river reserve? This must be a place that isn't available in the original pokemon games. Would really like som help

You can access the splitting river reserve through the carved cavern; the entrance to the carved cavern is by bill's house, on Route 25, northeast of Cerulean City. When you present the scroll to Chuck or George within in the cave, they'll let you access the Splitting River Reserve.
