Hi ! just back on the game and my golbat is with hapyness 255/255 but level 100, can it evolve?

the guys on channel say the same ;/ on the old school of pwo, if we want a crobat , the only way was using a item .. soothe bell i guess ... doesn't work more? or any gm can help me on this?

something happens to my golbat ! peoples tell me to raise their hapiness  at the max to evolve him !  but he grow to level 100 before hapiness maxed ! can anybody help me ? http://imgur.com/a/DdsCL
