To surf in PWO, you need to acquire a Wind Surfboard. Visit the Surf Shack in Route 19 or Olivine City to begin a quest to obtain one. You have the choice of either completing a puzzle to obtain the pieces which can then be used to build the surfboard; or you can simply buy each piece if you have enough Pd.
