Shiny's and rare Pokemon

What is the rate of acquiring shiny without membership and WITH membership?
Also; what is the rate of acquiring rare, very rare and horribly rare.
When I mean rate i mean: 1/5000 for example

Shiny rate is:

1/8192 for non-members.
1/2048 for members.

Rare, very rare, horribly rare, etc are not used to refer to the more rarities anymore since the re-spawn project began. All rarities are currently unknown and change for each pokémon.

Shiny pokémons are pokémons with sparkles, different colors and IVs between 20 and 31 (some have less, but it's because they're from the token store)
You can get a shiny anywhere you could find any wild pokémon, each time you encounter one, the server roll a dice with 8192 sides (2048 sides if you have membership) and, if the result is 1, the pokémon is shiny

but what are these IVs please explain and thanks for telling about shiny pokemons but how are they different from normal pokemon apart from sparkles

Ivs are numbers randomly determined that tells you if the stat is at its lowest or highest
A stat with an IV of 0 will be at the lowest, and a stat with an IV of 31 at its highest
IVs can't be trained (randomly generated when the wild pokémon appears), but you can train EVs (255 EV points max in a stat, 510 max cumulated in all stats) by fainting specific pokémon, depending on which EV you want to get on your pokémon

You'll see sparkles, but the pokémon will also have different colors than what it's supposed to have, and it'll have a big S next to its name

IVs, short for "individual values", are considered to be equivalent to a Pokémon's "genes". The higher they are, the better that Pokémon performs - and every Pokémon is unique. This is a feature that has existed in Pokémon from the very beginning; and ensures no two Pokémon, even if trained exactly the same way, will perform exactly the same in battle.

PWO is unique to official games in that we actually show you what your Pokémon's IVs and EVs are. Until recently, most official games just gave vague hints, and although newer games are a lot more helpful in this regard, they still don't show exact numbers - requiring you to do some working out if you want a top-tier Pokémon. When it comes to catching Pokémon though, there's no telling what you have until you catch it ;)
