Do TM's not work with Sandshrew?!?!

I use the TM X-Siczor for my level 7 Sandshrew logged out shortly after and now my Sandshrew only has three moves missing it's X'Siczor on the 4th move?!?!?!

i had same problem with earthquake on poliwrath. I figure it out i had to use that move in battle before i log out.
