I beat the saffron city fighting gym leader but I dont have any scroll.

The leader doesn't battle you he gives you a quiz. When you finish the quiz successfully he gives you 3 choices and the map you get access to first up depends on that choice. If you have completed the quiz successfully and made your choice you should be able to enter one of the Splitting River Reserve maps. Don't worry about the scrolls, they are no longer important- it is your choice that is.
