Rock Smash TM

Is there any possible way to obtain the rock smash TM? I want to get to the elite 4 so I can head to Johto right after.

Hey, I think you have to go to Cinnabar Island and visit blackbelt barney in his house. You get a quest where you have to evolve a machop. After that you receive TM94 rock smash. I am done yet with this quest, but I am pretty sure that's the solution.

Partially. This is for Kanto starters. Players from Johto can't get there and instead need to go to Lake of Rage.
